Can you unlock a cell phone if your not with cell provider?

A friend gave me this her ATT BlackBerry. I heard you can call the provider and get your MEP # for free but can i do it if im not with ATT { Im with Verizon}
 
Only GSM network looked mobile phones can be unlocked to use with any other GSM network. If you are not able to unlock your AT&T blackberry mobile phone through your network, You can visit any private source to unlock your AT&T network locked Blackberry.
