the easyest way to sex goldfish is to look at the gills and the gill fins,, the male will have little white looking pimples on the gills and the gill fins where the female doesnt,,,I have been breeding goldfish for over 30 years
 
Its very difficult to sex goldfish, you definitely can't do it with a blurry photo. Read here with pics:
