Can you tell me the law in NJ for an auto accident involving a horse?

I was taking my son and his girlfriend to her mother's, and we hit a horse. The horse shot out of nowhere into the road; and I hit it. We frequently use this road and I've never known of horses being loose or even boarded on this road. Who is liable according to NJ law?

The horse or barn owner I think. It's their fault for having their horse loose.
