CAN YOU SUBPOENA SSI RECORDS FOR FAMILY COURT?

PLEASE DO NOT COMMENT OPINIONS I NEED REAL ANSWERS AND READ ALL BEFORE ANSWERING PLEASE


MY sister has 2 children from a man who receives monthly SSI benefits for being mentally disabled that he was receiving all his life. According to him and his mother they reported that he pee's in the bed and is unable to work a stove and is diagnosed with mild retardation. He is capable of doing these things of course. I believe him and his mother just doesn't want him cut off of SSI. He does have A.D.D he catches on to things slowly sometimes not all the time he has had a job and is capable of getting one but he isn't far gone like his paper work states. My sister wants to take him to family court for full custody because he doesn't help her he takes one child at a time and most of the time its with his mother who encourages him to take my sister to court when my sister is working has her own apartment and a car she takes care of her children very well im proud of her but she is afraid that if they go to court he can receive visitation without having to help support the children because he is on SSI for being mentally disabled. My question is will she be able to make him pay child support with the court if he receives child visits or joint custody and if not can she subpoena his records so he wont be able to have the children alone because of the SSI claims. Keep in mind all the time they had the children together he was never left alone with them she was always there one time she left him alone with the baby and he called her saying he cant take it!!! so please I need advice to help her because either he is unable of taking care of his children or he is just lazy depending on the system and not paying his dues and we are taking care of him with our taxes any advice?
