Can you still record programs on your VCR when they switch over DTV?

As long as Comcast is supplying you with an analog signal, then yes, you can still use the VCR. If they switch you to digital cable, which uses a cable box, then probably not. The VCR uses it's internal analog tuner, so unless the Comcast set-top box can output an RF signal AND be controlled from the VCR (unlikely), then you're probably out of luck.
