Can you settle work comp case without reaching mmi?

I verbally told my work comp insurance co. I was ready to settle my case and requested compensation. after my last doc visit he wanted to see me again in 6 mo. I had 2 broken wrist and my left thumb. Doc keeps telling me everything looks fine and i will probably be @ 0% loss. I did not agree and asked to be released. I guess my question is, Can you settle before mmi? Does the insurance company have their own doctor in house who can determine % loss based on similar cases? I'm in Illinois
