can you ride a honda xL125 on the road?

The L designates that it is street legal.
All Hondas are decent, if not great.
 
As long as it has all of the regulation lighting fitted to it ie headlight
tail light and indicators.It is taxed insured and mot`d then yes.

As for it being a decent bike then yes its ok as long as you are not
expecting a pocket rocket.Its a good commuter bike and gives good
gas mileage.
