Can you reset the skills anytime in town in Diablo ll LOD 1.13 patch ?

I'm playing again and found akara able to reset skills. Is this like you can learn any skills and undo it
anytime and can reset it as much as I want to ? how about the stats ?
So it's like you can play as frozen orb sorceress then suddenly change it at the town into a firewall sorceress ? lol how about the stats ?
