can you put a 15" tyre on a 14" rim?

If so, will it be safe. I have just brought a trailer and noticed the problem. I will be going no faster than 50 mph towing it.
In England, it is spelt TYRE, that is where i live, so that is how it is spelt. No need to go to grammer school.
