Can You Paint Over Thompson's Water Seal?

I bought a 4'x 8' OSB board and promptly sealed the top and edges with a single layer of the spray can version of Thompson's Water Seal. Should I flip it over and paint the rougher bottom of the OSB board or can I paint over the water sealed (and smoother) top side?

I would roll on some primer, then sand, before painting. You will not only have a waterproof coat but a base for you final coat.
