Can you paint over polyurethane?

I had some work done on my kitchen cabinets to match the work I did myself on my bathroom cabinets. I used gel paint for the cabinets and really like the outcome.

I hired a handyman to take over and do the cabinets in my kitchen with the same paint. Only he took it one step further and applied polyurethane on them. I am not happy with how they look. Not only do they not match my bathroom cabinets, for that uniform look, they are just too shiny. I want to know if I can just apply more gel paint on top to cover the some mistakes he made and to tone down the shine. Do I have to strip them and start all over again?

Please do not suggest I get the handyman to redo them. This is a sore subject between my spouse and me, as he paid the guy already.

BTW: Gel paint was the ONLY paint that would adhere to the cabinets.
