Can you paint eggshell over a semi gloss?

We just had our room repainted with $50/gal Benjamin Moore Aura paint. We chose eggshell in a chocolate color and every place they patched and sanded is showing through and that's even after two coats. They did multiple passes with the drywall mud and sanding and it was smooth before painting. Should the painters have rolled the new eggshell over semi-gloss without priming the walls first? By the way, this is for drywall.

When we bought the house 9 years ago, we repainted ourselves with semi-gloss with no issue. We didn't prime before we painted. They are trying a 3rd coat tomorrow. Problem is, as an attempt to fix the mudded/sanded areas, he re-mudded some of the spots today (over the 2 new layers of chocolate. I'm guessing that wasn't the right way to attack it right?
