can you open the hood of your car if your hood latch is broken?

Does anyone know how to open the hood of a car if the hood latch is broken? Without taking it to a shop. Thanks
i think it is the latch...i pull the lever in the inside of the car and nothing happens. feels "loose" i guess would be the best word for it.
i think it is a 92-93

Yes...sometimes if you press down on the hood of the vehicle [towards where the car ornament would be]
and then once the vehicle hood pops ajarred
you can reach your fingers/hand under the open area and move the hood release and open the car hood.
 
Is the cable broken or just the latch? Also, whats the year,make and model?

Well if it's just the latch then you can take the plastic latch off and get pliers and pull the cable till it pops open
