Can you move the sidescoops of the Pontiac Fiero beneath the car?

Several reasons to ask this. On the sides of the car it is effectively forced air induction, but I believe it would have more airflow beneath the car because of down-force pressure between the ground and the car. Also at higher speeds wouldn't a (pair of) scoop(s) create down-force thus increasing road grip? Furthermore could this be used as a solution for v-8 overheating? Make a full width scoop to send cool air upwards into the engine bay? I am not talking about a giant scoop that would scrape the ground but a wide thin one (or two). The only issue I could foresee would be road debris and water.

However if you had a V8 or 3800SC built just for track use it shouldn't be an issue.
