Can you make up facts (evidence) on the ACT Writing Exam?

I know for a fact that you can make up facts, statistics, dates and even whole novels on the SAT Essay. (I know this because 90% of my Essay was made up and I still got an 11/12 on my SAT Essay) Yet, I wanted to know if the same applied to the ACT Essay. Do the facts that I use to support my thesis need to be true? Can I say the American Revolution was a war between America and german for control of the American chocolate reserves... if it proves my point? Thanks for all you help! (ALSO CAN I MAKE UP FACTS FOR THE AP ENGLISH EXAM ESSAYS?)
