Buy some navy dye and dye it. You can get it basically anywhere like wal mart and stuff for pretty cheap. It's on the same aisle as laundry detergent and stuff.
Other than that...maybe wash it with some dark jeans or jeans that haven't been washed so the dye from those are absorbed into skirt, haha.
