Can you make graphics with Photoshop Elements 7?

I was looking at buying Photoshop CS4, but my dad already has Photoshop Elements 7, that he is willing to give to me, since he never used it. In addition to photo editing, I wanna make graphics for my blog, can Elements 7 do that?

I would also like to know if Elements 7 works on Windows 7, I currently use Windows XP, but I am gonna switch soon.
 
I guess it would depend on the kind of graphics you'd like to make. Here's some art done with Elements. More art/graphics work is done with Elements than most of us assume can be done with the program. Digital art is done with a pen and tablet and takes practice.
