It's an old clinton-era doodle about past presidents who's religious beliefs diverged with the cartoonist's... or, if you want to be more direct, it is about a cartoonist's concern that certain past presidents weren't doing enough to restrict the population of brown people in the world, because this will, of course, threaten the WASP's in the US, and force them to reconsider a millenium's worth of slavery and colonialism which successfully placed all power in their hands alone.
See, it's all in your perspective. Do you really think that people in power are concerned about a (white) woman's right to choose, or the population in far-off nations that don't contribute to the global economy? Please.
