need? my in-laws have owned a piece of camp land in nys for 14 yrs. they have always had a camper on it. now they want to retire and put in a mobile home, when they asked the local permit woman how to get a permit she said you have to hire a nys certified sub-contractor {her husband} at 1400.00 to do it. that you can not even out in pylons your self? could this be right? does anybody know nys coding laws? and if it's wrong how do we get around this woman? thank you for any help.
