Can you identify this 80s/90s martial arts film?

I don't recall much of the plot but trying to remember the name of this film has been driving me crazy. Searches have been fruit-less as there are only a couple of things i can remember about it.

This film would have come out in the 80s or the very early 90s at the latest.

The beginning was set in a Shaolin monastery (or other martial arts education facility). The main character wasn't a student (i think perhaps he may have been rejected in the past) but instead worked as a builder or scaffolder on the monastery grounRAB. All i know is he was up on scaffolding a lot of the time.

He wanted to learn martial arts and would constantly watch the students training from his high vantage point. One scene in particular that i remember is that he constructed a largish ring out of Bamboo strips. He used this to help keep his hanRAB in the right positions when practising blocks.

I believe at some point the entire monastery gets wiped out (by a traitor?) and he sets out to defeat the bad guys.

That's about all i can remember of it. Not much to go on, i know, but if this rings a bell with anyone can you please let me know what it's called?
