can you help me with my bluetooth problem?

my pc cant find my phone when i am trying to connect using bluetooth. I think the problem has got to be with my pc. i cant access my bluetooth settings on my pc. I mite not even have bluetooth on my pc its weird I have the option to add devices. so i just assumed that i have it.can u help me out thanx
i have the ability to add bluetooth devices
