Can you help me with exercise?

I have started a exercise routine that i have been able to stick to for about three weeks now. Each day consists of a variation on the treadmill for about 35 minutes, plus 2-3 days a week I add in a workout video for upper or lower body strength training. I am noticing VERY small changes in my body, but i would really like to start seeing improvements in my Lower abs (mommy pouch) and my upper thighs which are very large. Any advice on how to amp up my workout to slim down these problem areas? All ideas are greatly appreciated!
