Hubble constant is H in your equation. Pi and G are constants so ignore them and just toss in a couple of simple values for H and you get your answer (H is lower value if the recession rate is slower)

If Hubble's constant were discovere dto be a slower recession rate than current estimates, would this result in a higher or lower critical density for the universe? Show that your answe is true with the following formula: pcrit=3H^2/8piG
