This is for personal research only and I am unsure how to find this paragraph of information that I was given. Here is the paragraph:
"During the debate on the 1996 Welfare Reform Act, high-ranking members of Congress suggested that babies born to unmarried welfare recipients should be placed for adoption or forced to enter orphanages" -- p. 160, "Birthmothers in maternity homes today" by Edwards, C., & Williams, C. (2000). In Gender and Society, 14(1), pp.160-183.
I would like to find the actual wording of the members of congress saying that. Would that be collected and stored anywhere publically accessable? Do they have those typists on the side of such debates creating transcripts of the wording? How could I find this article, and where would I get a copy of the actual debating of the ACT?
