Can you help me diagnose a couple of problems with a Chevy Silverado Z71, 2000, 4X4?

When I drive below 60 the motor revs up and down almost like the fuel pump is turning of and on real fast. Almost the way it feels when you hold down the accelerate button on cruise then release. Over 60 it drives and runs fine. It's really more of an annoyance than anything.
Second, I was at the beach fishing today and when I had to lock it in 4 wheel HI or Low it made a whining noise. Almost like it wasn't fully engaged. It was coming from the front maybe near the transfer case. I don't think this is related to the first problem because it just started today.
I appreciate any advice or answers and I can probably fix myself if someone can steer me in the right direction, Thanks in advance and best answer will be rewarded.

A vacuum leak can play with the first think. and for the second check your transmission fluid.
