yes you can but should you no. Especially if you had to ask a question like this your way to young to be having sex and if your not careful with your choices and protection you can get stds, and or become pregnant I highly suggest you look into gaurdisil because I have only had 2 partners and I have high risk HPV 8 of 10 women will catch HPV in their life time and it's not something you want to go through
 
of course it is safe.. all a period is just means that you have started your ovulating cycle, which means you are producing eggs to get pregant. YOU havent started yet. it is perfectly fine. but just for precaution use condoms! you never know when you will start.
