Yes you can go to community for 1 semester and transfer. However most require you to take the SAT/ACT and also submit your High school transcript.
 
It depends on the school. Every school will have slightly different answers to this, and some have local community colleges that they do use as feeder schools, assuming you do well and are accepted.
ASK the school you are thinking of transferring to what their requirements are, so you are not disappointed.
 
At some schools (I believe for example Rutgers is one you can do it at) you can. And generally at such schools you don't have to do ACT or SAT's. That said at most schools you need at least 2 semesters.

I'm pretty sure you have to go atleast 2 semester (or one year) before you can get into a University.. you also have to be sure you got into that uni first before you get in. ;)
