Can you get Google Android on any phone?

If I understand what open source software is, I believe it is pretty much the same thing as freeware, which means that anyone can get it for free. So given that, can you download Android onto a computer and then put it on any phone? And if you can, how do you do that? I have an LG Chocolate Touch.
