Can you get accepted into a university but not your major?

The reason I ask this is Because i'm a senior from High school planning on applying to Sonoma State University- and i plan to declare my major as pre-nursing but it's considered a "impacted major" so their requirements for that major is tougher.
So is it possible to get accepted into the university but not the major you picked?

The minimum reqs for pre-licensure nursing major is a minimum of a 3.0 and 1 year of Bio with a B or higher and 1 year of Chem with a B or Higher.

I have a 3.4 gpa and have taken bothe courses with a B or higher- but im scared that i won't get in the major since competition is tough- and im not sure if that means that if i don't get into the major i declared will that too revoke my acceptance? Or will I just get accpeted and get stuck with Genrela eds or some other health major.

Im really desperate and worried over this please help!

Note*-When applying to the major and the university you apply to the university and afterwards you apply again to the university-but specifically for the pre-nursing major in my case.
