Can you get a 4G phone even if you live in a 4G area and have it work with 3G?

I want to get a new 4G phone when they come out for Verizon, but I don't live in one of the areas that they are getting 4G.

Can i still get the phone and have it work on 3G?

and any news on release dates for the Merge, Incredible HD.. and so on?
(I guess no one really knows but still..) :) thanks
