can you get 14 inch tires and put on a 12 inch bike?

I have a 12 inch bike that is to small for my grandson with the seat all the way down and a 16 inch bike that with the seat down he cannot get on by himself. I have found one 14 inch bike and it is perfect for him he has to work a litle to get on it without training wheels but he can ride it so can you change out tires if you could find them.
