Can you fit a newer jeep wrangler rims on a 99 jeep wrangler?

For example: an '07 wrangler rims are 16" my '99 wrangler is 15". are the bolt patterns the same? i know i have room for a 17" rim/tire, but i am really concerned about the bolt pattern. how do you measure that?
 
Yeah they should fit right on there. The bolt pattern should be the same on all jeeps.
