Can you fire someone for not obtaining hire education at a job?

my mom works as a head start teacher for migrant head start . she has been there about 10 years when she first got hired she had no secondary education, then they made her go to school for her AA, so she went and got it. Now they want her to go get her bachelor’s even though they wont pay for most of it, and shes already old and almost going to retire, they sd if she doesn’t go to the classes for college bachelor degree they will replace her with someone who has that education. Is that lawful? In oregon
 
Yes, if the job requires a bachelor's then your mother needs a bachelor's to keep her job. Her age or how long she has been on the job is irrelevant.

Your mother is lucky that they are willing to work with her until she gets her degree. If she does not want to put in the effort, she is free to look for employment elsewhere.

All US states (except Montana were the rules are a little bit different) are "employment at will" states. An employer can be fired for any reason or for no reason at all just as an employee is free to quit his job for any reason or for no reason at all.
