Subservient Chicken

My roommate has recently started talking to himself and I'm not only concerned for my safety, but for his as well. Is there anyway I can get him evicted and helped out? He's playing loud music a lot and has people over who are loud too. I'm just worried about someone complaining about the noise and calling the cops. Is there anything I can do?
p.s. he thinks the world is going to end in 2012 and is currently preparing...
