can you do this with a bike?

i was having this day dream at school about a year ago. i was thinking about a way to make the bike more weather proof. i was thinking taking a small car tire putting a motorcycle star {gear. i say star so deal with it} on the back by welding the end of the frame to a custom one to fit the tire. keep the front tire,use a motorcycle chain. it would be hard to pedal and stop but you could use it down a snowy hill
