Can you disable ALL microphone/chat on Xbox LIVE?

I want to know if I can do this before I make a move to buy an xbox. People tell me "Oh, just turn the sound off" or "Put the microphone audio through your headset and then put the headset somewhere else"

Is there a way to just "Disable Voice Chat"
 
Yes go through options and preferences, then disbale voice chat.

should then whenever you go on live everyone should be muted, my borther did this by accident. :)
