Can you convert a file from PDF to HTML?

I'm making a web ad for a business. I created it on photoshop, but a higher class designer told me to convert it into pure HTML. I know HTML is a language for websites but I don't know how to "convert" it.
 
Here's a programme that claims to be able to convert .pdf to .html. I've never used it so, I'm afraid, I can't comment on it's suitability. (It's a freeware programme, by the way, so there's no cost to you.)
