Can you change your job your first week of Navy boot camp?

My husband is to leave in June 2010 for Navy boot camp. He joined last May 2009 for one job but in Feb 2010, he passed a test to become a Rescue Swimmer. We were told at first that a wavier had to be signed at MEPS (in Feb) for asthma. He has never had asthma and never said he did. After asking about the contract the end of March, they told him he needed a signed statement from his parents saying he never had asthma and they would give him a new contract. His parents won't sign anything saying that, but now the recruiters are saying the contract is in Florida for the commanding officer to approve him into the school.

Because the contract is in Florida now, they are saying it wont be back in time for his June 16th date, and that he will have to wait until the first week of boot camp to get a new contract. He will have to request to take the Rescue Swimmer test in order to switch to RS during the first week of boot camp. Does this sound right? I'm afraid he will go and wont be able to change to Rescue Swimmer once he has left. What should we/he do?
