can you cancel your data plan with us cellular and still use the phone?

my phone broke, and now I have to get a new one. Almost all decent phones require data plans that I can not pay for for over a month or two. My sister had this problem also with t-mobile. She was able to get a data plan then cancel and still use the wifi sometimes, so she has a nice phone with no data fees. Can I do this with us cellular?
