Can you buy an android phone for the normal price without having to pay for data?

I wanna know if you can get an android phone for the normal price (not unlocked) and not have to pay for data. I REALLY want an android phone and the only thing keeping me from it is the fact you have to pay $30 extra just for data. Is it really possible I can get an android phone like that???
