Can you buy a virgin Mobile phone on ebay and re activate it?

I was thinking of buying the Heilo's Ocean Virgin Mobile phone off of ebay. If I do, and only get the phone, is it still possible to activate it myself as a Pay As You Go phone? Or do I need something besides the phone to activate it as my own? Also, would the phone still be connected to the other person's account? (I doubt that, but I'll ask anyways)
