Can you buy a blackberry off of ebay and not pay the data package for verizon

but still use the phone? I want to buy a blackberry for the calendar, texting, and calling... but not pay the 30 dollars a month for it. Can I go on ebay, purchase the phone, activate it, without having ot get the monthly package?
