Can you block calls on Alltel/AT&T?

Almost 6 months ago I blocked someone from texting me by texting some number to Alltel I can't even remember what it was now. I was told it only blocked texts and I had to contact alltel to get calls blocked, which I never did. All the sudden now that person calls me from another cell phone saying he has been unable to contact me because I blocked him and he could call either he says he even changed his number and still was blocked. I just want to know if he's telling the truth as far as I knew I only blocked texts and that was because I was getting harassing messages.
 
alltel was bought by verizon, so on at&t you can block calls. you have to call at&t, or get a new number because the company just screwed up . or switch to verizon, the most reliable 3G network that is getting faster with 4G !
