can you become wolf link whenever you want?

when i came accross the first howling stone i completed the tune and i was warped to a cliff ledge and there was a cut scene with the golden wolf but for some reason it didnt say anything so i just left. apparently it was supposed to have told me to meet it at a pond but that never happend nor is it waiting for me at that pond near the start of the game. now i'm a human and i dont know what to do!!!

i just beat the death mountain dungeon, am close to being able to return to the first howling stone as a wolf?

you howl at the stone as a wolf, and then you meet the golden wolf in human form. use your map to find the golden dot/wolf face. most of the time in the early game he is to be found near the castle town. before the 4th dungeon you can control when you turn into wolf, although this isn't nessecary to start learning the hidden skills.
