Can you be Sectioned if you haven't actually done anything?

One of my best friends is eighteen and suffers from PTSD and depression and has been getting violent mood swings lately as well as feeling suicidal, and he's already been caught in a fight due to it already, but that's just it. He does have that look where he's falling apart.. but apparently his mental health team want to admit him into a psychiatric ward because they fear he's actually going to actually do something to harm himself and/or others.. they will either voluntarily commit him or section him if he refuses apparently. He's been sectioned in the past, though.

But I always thought you had to have did something to be sectioned first, like attempted or threatened to harm yourself or others? Can they really do it on a preventative basis like that?

Another question: How long should might he stay, if he's voluntary or sectioned? I know you can be sectioned for up to 28 days, but i doubt he'll stay that long. I was voluntary committed myself a year ago and only stayed 3 days.
