If there was an escape from the courthouse recently and the judge decided that in order to avoid that all accused people appearing in his chambers must be in restraints, could this apply to people that have to appear in court (i.e. for a traffic violation) but are not under arrest?
Can you be handcuffed and shackled in court if you are not under arrest?
