Can you adjust the timing on a 1993 honda accorde? 2.2l pgfi?

The car burps and sputters at normal operating temp and ive tried everything else.

:)
Dizzy = Distibutor?

I thought at first glance mine is fixxed... but I do see a clamp next to the valve cover that may do this.
