Can you accomplish this type of photography with a Point and Shoot?

I love how photos like this are taken - please excuse my ignorance in photography...
but can a style like this be accomplished with a P&S camera
if so
how - what tips can you give someone who LOVES taking photos so they come out so
nicely looking like this one...

i know the photo is very "pixelated"... lol please ignore that :)
