can woolworths justify their price hikes?

I go shopping one day , a 250g Cadbury chocolate is $4.72 - the very next day the same blocks of chocolate are $5.15.This is up from $3.68 some 18 months ago.This week the retail association has said prices will have to go up if the government lowers interest rates as planned.
shopping is about families - a block of chocolate is an example of costs to a family budget
 
they closed all the Woolworth's where i live. i would gladly pay slightly higher prices to have them back, they were great.
