Can we get two discounted phones from AT&T?

20 months of my AT&T contract will be up soon and I will be eligible for an upgrade if we sign a new contract. My brother will be getting his first phone soon. Will both of us be able to get a discounted phone when we sign a new contract, or will one of us have to pay full price?
